Pursuant to 47 CFR § 64.6305(d)(2)(i), the filer lacks control over the network infrastructure necessary to implement STIR/SHAKEN and therefore does not have a STIR/SHAKEN implementation obligation. The filer is a SaaS provider and does not own, operate, or control voice telecommunications network infrastructure, SIP infrastructure, or PSTN interconnections. Voice services are provided through Bandwidth. The filer's use of voice functionality is limited to call forwarding: when an inbound call is received by a telephone number hosted by Bandwidth, the filer's application may instruct Bandwidth, through its API, to forward that call to a configured destination telephone number. The filer does not provide general outbound voice calling functionality or independently originate voice traffic onto the PSTN. Bandwidth controls the network infrastructure used to receive, route, and originate any PSTN call leg associated with this forwarding functionality, including the infrastructure on which STIR/SHAKEN authentication would be implemented. The filer therefore lacks the technical ability and network control necessary to implement STIR/SHAKEN itself and qualifies as a voice service provider without a STIR/SHAKEN implementation obligation.

Description
Kipsu, Inc. was subject to an enforcement action by the Enforcement Bureau of the Federal Communications Commission concerning deficiencies in its Robocall Mitigation Database certification. On August 25, 2025, the Enforcement Bureau issued an order removing Kipsu's RMD certification (RMD0008147). Kipsu has revised its filing to address the identified deficiencies. Kipsu's business is principally a SaaS messaging platform providing SMS functionality. Its voice functionality is narrowly limited to forwarding an inbound voice call received at an SMS-enabled telephone number to a customer-configured destination number. Kipsu does not provide customers with functionality to initiate outbound voice calls, conduct outbound calling campaigns, or originate automated voice calls. The underlying voice service and call forwarding are provided through Bandwidth. In response to the Commission's review, Kipsu has revised its filing to provide the requested principal information, disclose the prior Commission action, and provide additional detail concerning its Know Your Customer procedures, upstream voice provider, and call-analytics practices.
