- Robocall Mitigation Program Description 1. Identification of Exemption This filing seeks an exemption under the FCC rules, specifically for voice service providers that are unable to implement the STIR/SHAKEN protocol due to technological limitations. Our network relies on non-IP (TDM-based) infrastructure, which does not support the digital certificate framework required for STIR/SHAKEN implementation. 2. Technological Constraints Our legacy TDM-based network infrastructure prevents us from deploying STIR/SHAKEN in its current form. Upgrading to a fully IP-based system requires extensive reconfiguration, financial investment, and time. 3. Robocall Mitigation Efforts While we are exempt from immediate STIR/SHAKEN implementation, we are committed to combating illegal robocalls through the following measures: Traffic Monitoring: Continuous monitoring of call patterns to detect and investigate anomalous traffic indicative of illegal robocall activity. Implementation of call analytics tools to flag high-risk calls. Blocking Measures: Actively blocking calls from invalid, unallocated, or unused numbers as identified by authoritative sources (e.g., numbering administrators). Collaborating with upstream providers to identify and mitigate traffic from suspicious sources. Caller Authentication: Verifying caller legitimacy through database cross-references for known and trusted numbers. Utilizing traceback efforts in coordination with industry organizations like the Industry Traceback Group (ITG). Consumer Protections: Providing mechanisms for consumers to report suspected robocalls. Rapid response to consumer complaints with an investigation into flagged numbers or patterns. 4. Transition Plan We are actively evaluating opportunities to transition to IP-based infrastructure to fully implement STIR/SHAKEN in the future. This transition plan includes: Conducting feasibility studies for system upgrades. Engaging with vendors and stakeholders to determine cost-effective paths to modernize our network. 5. Certification and Transparency We certify that these mitigation measures are robust and effectively combat illegal robocalls on our network. We will continue to refine and improve our program to align with industry best practices.
