- We rely on 47 CFR § 64.6301(a)(4), which allows partial STIR/SHAKEN implementation for providers with non-IP portions of their networks or that rely on upstream carriers for call authentication. Innovative Tech Pros (ITP 360) currently delivers outbound traffic primarily through our upstream carrier(s) which performs STIR/SHAKEN signing on our behalf for the IP-enabled portions of our network. However, not all calls we originate are signed end-to-end, as some legacy interconnections and third-party arrangements fall outside our direct control. Accordingly, we have implemented STIR/SHAKEN for the IP segments of our network in cooperation with Bandwidth.com, and all calls we originate on those segments are authenticated. For any calls not yet covered by STIR/SHAKEN, we maintain and enforce a robocall mitigation program consistent with 47 CFR § 64.6305(a), including customer vetting, call analytics, traceback cooperation, and 24-hour response commitments.

- Description
- (1) Agencies involved: Federal Communications Commission, Enforcement Bureau (Telecommunications Consumers Division) and Wireline Competition Bureau. No other federal or state agency involved. (2) Date commenced: The compliance review commenced on March 29, 2024, when the Wireline Competition Bureau notified the Company that its RMD certification did not reflect the updated information required by the February 26, 2024 effective date of amended 47 CFR § 64.6305. The formal action commenced December 10, 2024, with the release of the Bureau's Show Cause Order, In the Matter of 2,411 Robocall Mitigation Database Filers, 39 FCC Rcd 13318 (EB 2024). Investigation File Nos. EB-TCD-24-00036891, subsequently EB-TCD-25-00038590. (3) Current status: By Order DA 25-737, released August 25, 2025, the Enforcement Bureau removed the Company's RMD certification. The Company filed a new RMD certification, which was provisionally reinstated on August 29, 2025. By email dated December 10, 2025, the Bureau identified specific deficiencies in the reinstated filing and directed the Company to cure within 14 days. This filing is the cure. No forfeiture proposed or imposed. No civil or criminal proceeding pending. (4) Summary of findings: The Bureau's findings are administrative and relate exclusively to the completeness of the Company's RMD filing. The Bureau found that the Company's prior RMD certification and robocall mitigation plan did not contain all information required by the February 26, 2024 deadline established in the Sixth Caller ID Authentication Report and Order and Seventh Call Blocking Order, and that the Company did not timely respond to the Show Cause Order. The Bureau did NOT find that the Company originated, carried, or processed illegal robocall traffic. The Bureau did NOT find any traceback non-response, STIR/SHAKEN signing violation, or violation of the TCPA, TRACED Act, or any consumer-protection statute. The deficiency was solely a failure to update the RMD filing to incorporate expanded informational requirements effective February 26, 2024. See Robocall Mitigation Plan v2, Section 4, for full description. (5) Final determinations: Yes. Order DA 25-737, adopted and released August 25, 2025, was a final determination removing the Company's then-existing RMD certification. The Company did not seek reconsideration or appeal; instead, the Company filed a new certification, provisionally reinstated August 29, 2025. No final determination has been issued on the December 10, 2025 deficiency notice; that matter is being cured by this filing within the 14-day cure period.
