- Plexus Technology Solutions, LLC is a Voice Service Provider without a STIR/SHAKEN obligation under 47 CFR § 64.6304. All outbound calls are signed by our upstream carrier, which has fully implemented the STIR/SHAKEN authentication framework. As such, Plexus does not originate traffic that requires direct STIR/SHAKEN implementation. In accordance with FCC rules, Plexus maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a), which includes: Know-Your-Customer (KYC) vetting procedures, Continuous traffic monitoring for patterns indicative of illegal robocalls, Call blocking and labeling where unlawful traffic is detected, Full cooperation with the Industry Traceback Group (ITG) and law enforcement within 24 hours of any request. This exemption applies because Plexus does not have direct access to numbering resources and does not operate the underlying network infrastructure required to perform STIR/SHAKEN signing. Instead, we rely on our upstream carrier partner, which performs call authentication on all calls that we originate.

- Agency & Type of Action: Federal Communications Commission (FCC), Enforcement Bureau — RMD Show Cause and subsequent Removal Orders; later provisional reinstatement. When Commenced: December 10, 2024 (Show Cause Order published Dec 17, 2024). Actions & Dates: • Removal Order issued Aug 25, 2025 (deficient RMD certification/plan). • Provisional reinstatement of our filing on Aug 29, 2025 • Deficiencies made aware on Sep 15, 2025 with a 14 day cure period. Agencies Involved: FCC Enforcement Bureau; Wireline Competition Bureau oversight of RMD. Summary / Findings: The Bureau’s Orders removed our RMD filing for failure to include all required information by the February 26, 2024 update deadline, including a sufficiently detailed robocall mitigation plan and related disclosures. The Orders did not include findings that the Company originated illegal robocalls; the basis was deficient certification/plan content. Current Status: Filing provisionally reinstated on Aug 29, 2025.
