Pursuant to 47 CFR § 64.6305(d)(2)(i), Internos Group,LLC is unable to implement the STIR/SHAKEN caller ID authentication framework due to a lack of control over the network infrastructure necessary to implement it. We are a voice service provider operating as a reseller of VoIP services, and we do not own or operate the underlying IP network infrastructure, including voice switches, required to deploy STIR/SHAKEN. No portion of the call path between our upstream SIP trunk provider (Bandwidth) and the customer’s phone system is under our direct control. As a result, we rely on our upstream provider, Bandwidth, to apply STIR/SHAKEN call authentication (signing) to all calls originated on our behalf. Accordingly, our inability to implement STIR/SHAKEN directly—due to our lack of control over the necessary network infrastructure as a reseller—qualifies for the exemption described in 47 CFR § 64.6305(d)(2)(i).

Description
Summary Description of Incident: Our organization, Internos Group, was removed from the RMD in accordance with the Federal Communications Commission’s (“FCC”) Order (DA 25-737), released on August 25, 2025. As a Voice Service Provider operating exclusively through bandwidth.com, we were subject to an order from the FCC dated August 27, 2025, which required our upstream carrier to disable our ability to originate voice calls across all networks. Bandwidth.com disabled our ability to originate calls on August 28, 2025. In February 2025, we were notified by our upstream carrier, Bandwidth.com, regarding the necessity to update our filing with the RMD. Although we endeavored to update our filing at that time, we encountered challenges due to a lack of clarity regarding the process. This oversight was unintended and without malice. Upon notification of the FCC order, we began working collaboratively with both the FCC and Bandwidth.com to ensure that our Robocall Mitigation Program Description is accurately completed and reflects the measures we have implemented and continue to uphold. Law Enforcement or Regulatory Agencies Involved: - Federal Communications Commission (FCC) Dates of action or Investigation; including commencement: 03/29/2024 - The FCC’s Wireline Communications Bureau (WCB) notifies Internos Group, LLC by email that their RMD certifications are deficient for failing to meet the February 26, 2024, deadline. The FCC extended the compliance deadline for companies to submit updated RMD certifications and robocall mitigation plans through April 29th, 2024. 12/10/2024 – The Enforcement Bureau, of the FCC, issued a Show Cause Order to 2,411 providers, included in this list is Internos Group, LLC, giving them a final opportunity to cure deficiencies or explain why their RMD certifications should not be removed. 12/17/2024 – The Summary of the Show Cause Order is published in the Federal Register, triggering the formal response period. 08/22/2025 – The FCC determines that Internos Group, LLC remains non-compliant and is still lacking required RMD information. 08/25/2025 – The Federal Communications Commission’s (“FCC”) Order (DA 25-737) is adopted and released. 08/27/2025 – Bandwith.com disables Internos Group, LLC's ability to originate calls as per the FCC’s Order (DA 25-737). 08/29/2025 – Internos Group, LLC submits its Robocall Mitigation Plan to the Robocall Mitigation Database (RMD) for Approval. Internos Group, LLC receives notification of provisional reinstatement in the Robocall Mitigation Database (RMD). Bandwith.com reenables Internos Group, LLC's ability to originate calls as per the provisional reinstatement. Current Status of the Action or Investigation: Internos Group, LLC’s Robocall Mitigation Database filling is currently under review and has been provisionally reinstalled as of 08/29/2025. Summary of the Findings or Wrongdoings Internos Group,LLC, was found to be deficient and non-compliant with the requirements for certification of the Robocall Mitigation Database. Specifically, the failure to submit a Robocall Mitigation Plan to the Robocall Mitigation Database. Final Determinations A final determination has not been issued; Internos Group, LLC continues to operate under a provisional reinstatement to the Robocall Mitigation Database that was issued on 08/29/2025.
