- Southeastern Technology Specialists, LLC is an originating interconnected VoIP provider that does not control the network facilities necessary to independently implement the STIR/SHAKEN authentication framework as contemplated by 47 CFR § 64.6301. STSSC does not operate its own softswitch, Session Border Controller (SBC), or direct PSTN interconnection facilities capable of independently performing STIR/SHAKEN authentication. All outbound calls are routed to the Public Switched Telephone Network through Sangoma Carrier Services, which performs call authentication and attestation under its own STIR/SHAKEN certificate. STSSC therefore relies on its upstream provider for implementation of STIR/SHAKEN authentication. Pursuant to 47 CFR § 64.6305, STSSC maintains and enforces a robocall mitigation program to prevent unlawful robocalls and complies fully with traceback and mitigation obligations. STSSC does not independently implement STIR/SHAKEN because it does not control the network facilities required to do so.
