Exemption rules
Apollo Networks is a voice service provider serving end users through a hosted PBX model and uses upstream carrier partners for PSTN origination and termination. Apollo Networks is certifying to no STIR/SHAKEN implementation and relies on the exemption applicable to providers that lack control over the network infrastructure necessary to implement STIR/SHAKEN. Apollo Networks does not control the upstream carrier network infrastructure on which PSTN origination and termination occur, does not currently authenticate calls using its own SPC token and STI certificate, and therefore has not implemented the STIR/SHAKEN authentication framework on any portion of its own network. To the extent call authentication may be applied within the overall call path, that is performed through upstream carrier arrangements and not through Apollo Networks’ own SPC token and certificate. Apollo Networks’ robocall mitigation program instead relies on controlled provisioning and abuse-prevention measures, including manual customer vetting prior to activation, provider-provisioned and provider-managed endpoints, no anonymous or self-service signup, no disclosure of SIP credentials or customer-managed trunking, no bulk-dialing or campaign tools, monitoring for suspicious calling patterns, prompt mitigation of suspicious traffic, and cooperation with traceback and law enforcement requests.

Prior investigations / actions

Description
The prior regulatory action was taken by the Federal Communications Commission, Enforcement Bureau, in coordination with the Wireline Competition Bureau, in connection with the Company’s Robocall Mitigation Database filing. The matter commenced no later than March 29, 2024, when the Company was notified that its certification was noncompliant because it had failed to submit an updated Robocall Mitigation Database certification and updated robocall mitigation plan by the February 26, 2024 deadline. The Enforcement Bureau subsequently issued a Show Cause Order on December 10, 2024, requiring the Company to cure the deficiencies or explain why removal was not warranted, with a compliance deadline of December 31, 2024. The FCC then issued an Order on August 25, 2025 removing the Company’s RMD certification. The current status is that the prior removal order remains in effect unless and until the Company is permitted to re-file and the new filing is approved. As described in the FCC’s Order, the findings were that the Company’s RMD certification was deficient because a robocall mitigation plan was not provided or lacked information required to be submitted by February 26, 2024, and the certification also lacked information required by that same date. The FCC further found that, after notice and an opportunity to cure, the deficiencies were not cured and no sufficient explanation was provided to avoid removal. A final determination was issued by the FCC in the Enforcement Bureau’s August 25, 2025 Order removing the Company’s certification from the Robocall Mitigation Database.
