Exemption Basis: 47 CFR § 64.6304 Explanation: 9x9 Technologies does not maintain direct IP interconnections to the public switched telephone network (PSTN) and therefore has not implemented STIR/SHAKEN on its own facilities. Instead, 100% of outbound calls are originated and delivered through certified underlying carriers that have fully implemented STIR/SHAKEN and sign calls on our behalf. Because our network does not have the technical capability to directly implement STIR/SHAKEN, and because all calls are already subject to full STIR/SHAKEN authentication by our underlying carriers, 9x9 Technologies qualifies for exemption under 47 CFR § 64.6304. We continuously monitor these arrangements to ensure compliance and will provide documentation upon request.

Description
9x9 Technologies was subject to formal Commission action by the Federal Communications Commission Enforcement Bureau related to its Robocall Mitigation Database (RMD) filing. Agencies Involved: Federal Communications Commission, Enforcement Bureau. Date Action or Investigation Commenced: The Enforcement Bureau issued removal orders on August 6, 2025, and August 25, 2025, which constituted formal Commission action. Current Status of Action or Investigation: The Enforcement Bureau provisionally reinstated the Company’s RMD filing on September 2, 2025, subject to the correction of identified deficiencies. The Company is actively working with Commission staff to resolve all remaining issues. Summary of Findings of Wrongdoing: The removal orders were based on administrative noncompliance, specifically: Insufficient detail in the Company’s Robocall Mitigation Plan, including Know Your Customer (KYC) descriptions; and Failure to update the RMD filing with newly required information by the February 26, 2024 deadline. No findings were made that 9x9 Technologies originated illegal robocalls, engaged in spoofing, or knowingly facilitated unlawful robocall activity. Final Determinations: No final enforcement determinations, forfeitures, or findings of intentional misconduct have been issued. The matter remains pending corrective action, and the Company remains provisionally reinstated in the Robocall Mitigation Database.
