Rule: 47 CFR § 64.6304(f) and 47 CFR § 64.6305(d)(2)(i). Exemption Detail: VDAP is a Voice Service Provider that lacks the direct control over the network infrastructure necessary to perform the cryptographic signing of calls at the network level. Pursuant to 47 CFR § 64.6305(d)(2)(i), VDAP fulfills its authentication obligations through a third-party agreement with Bandwidth.com. Bandwidth.com performs STIR/SHAKEN authentication and attestation for all IP-based calls originated by VDAP. Because VDAP does not possess its own Service Provider Code (SPC) token and relies on its underlying carrier’s infrastructure for signing, it qualifies for a continuing extension/exemption for those portions of its network where it cannot independently implement STIR/SHAKEN.
