Prior investigations / actions

Description
As part of its “Project Point of No Entry” (“Project PoNE”) having now targeted more than two dozen providers, on November 29, 2023, the FTC issued a “Cease and Desist Demand” (“FTC Letter”) alleging that Lumen’s subsidiary CenturyLink Communications, LLC, as a gateway provider, knowingly transmitted and routed 80 illegal robocalls between December 30, 2020 and September 11, 2023, and that having allegedly done so may violate the Telemarketing Sales Rule. After Lumen responded to the FTC Letter on December 8, 2023 describing Lumen’s extensive measures predating the FTC Letter to combat illegal robocalls, the FTC responded in kind that, as part of Project PoNE, the FTC “will continue to monitor this space.” The FCC recently acknowledged that there has been a downward trend in tracebacks related to traffic entering the U.S. network through Lumen and other gateway providers.
