All Services Are Provided LLC is exempt from the requirements for implementing STIR/SHAKEN, as outlined in the FCC’s Eighth Report and Order on Call Authentication, which was released on November 22, 2024. This order specifies that only voice service providers (VSPs) that have control over the SIP signaling and the necessary network infrastructure to sign calls must comply with STIR/SHAKEN regulations. Since All Services Are Provided LLC does not originate calls directly and does not control the necessary network infrastructure to implement STIR/SHAKEN, we are not required to obtain an SPC token or to sign calls using our own certificate. Instead, our upstream provider is responsible for authenticating calls and assigning attestation levels as required by FCC regulations. This exemption is supported by the FCC’s clarification that VSPs without technical control over call authentication are exempt from both STIR/SHAKEN and the Third-Party Rule requirements. Additionally, we will submit a robocall mitigation plan and adhere to all applicable obligations for non-STIR/SHAKEN providers.

Description
FCC action (All Services Are Provided LLC; RMD0006922). Agencies: FCC Wireline Competition Bureau (WCB) and FCC Enforcement Bureau (EB). Commenced: March 29, 2024—WCB notice of noncompliant RMD certification for failing to update the RMD certification and robocall mitigation plan by the February 26, 2024 deadline (cure date April 29, 2024). The matter was referred to EB (EB‑TCD‑25‑00038590; formerly EB‑TCD‑24‑00036891), which issued a final Removal Order (DA 25‑737) adopted and released August 25, 2025. The Order removed the certification effective upon release and required providers to cease accepting traffic within two business days; re‑filing requires prior WCB and EB consent. Findings: Removal was based on a deficient RMD certification/plan that lacked required information and was not cured within the applicable timeframes. The Order does not make findings that the company transmitted, encouraged, assisted, or otherwise facilitated illegal robocalls or spoofing. The company has now updated its filing to include a detailed enforcement description, identification of a human principal, its correct STIR/SHAKEN classification, and expanded robocall mitigation and KYC details.
