- IFR Technologies LLC certifies, pursuant to 47 CFR § 64.6305(d)(2)(i), that it is unable to implement the STIR/SHAKEN authentication framework due to a lack of control over the network infrastructure necessary to implement it. IFR Technologies LLC is a reseller of voice service. It does not own or operate any facilities that originate or terminate calls on the public switched telephone network. All PSTN origination and termination is performed by its upstream facilities-based carriers, The telephone numbers used to provide service are assigned to and administered by those upstream carriers under their respective Operating Company Numbers; IFR Technologies LLC does not obtain numbering resources directly from the North American Numbering Plan and holds no Operating Company Number of its own. Because STIR/SHAKEN signing is performed at the originating carrier's network edge, which IFR Technologies LLC does not own or control, it has no ability to authenticate calls with its own certificate and cannot obtain a Service Provider Code (SPC) token or STIR/SHAKEN certificate, both of which require an Operating Company Number and control over originating network infrastructure that it does not possess. Its upstream carriers perform call authentication. Accordingly, IFR Technologies LLC has no STIR/SHAKEN implementation obligation and satisfies its obligations through the robocall mitigation program described in this filing, consistent with 47 CFR § 64.6305(a).
