- London Computer Systems Inc. (LCS) is currently in the processes of implementing STIR-SHAKEN. Current Status LCS has not yet implemented STIR-SHAKEN on any portion of its network. All originated calls are subject to LCS's robocall mitigation program consistent with 47 C.F.R. § 64.6305(a), including customer vetting (KYC), traffic analytics, authentication/usage controls, blocking on reasonable suspicion, and full cooperation with traceback. LCS responds to traceback requests within 24 hours and cooperates with the commission, law enforcement, and the industry traceback consortium. Implementation Plan LCS applied for our 499 Filer ID on 8/29/2025 and received our 499ID on 9/7/2025. LCS applied for our Operating Company Number (OCN) on 9/9/2025 using expedited processing and received our OCN on 9/12/2025. LCS engaged with iconectiv on 9/14/2025 and with Neustar/Transunion on 9/12/2025 through our vendor Sinch/Inteliquent. Currently we are blocked by STI-GA policy from receiving an SPC Token because the FCC 499 Filer database has not updated to confirm our record. We are working with the STI-PA (iconectiv) to resolve this blocker or understand if there is an alternative path forward. At this time we request an extension under 47 C.F.R. § 64.6304(b) for Voice Service Providers that are unable to obtain an SPC token due to Governance Authority policy while we await the 499 Filer database to be updated with our information.

- On August 25, 2025, the Federal Communications Commission (FCC), through its Enforcement Bureau, issued an order (DA 25-737) identifying certain Robocall Mitigation Database (RMD) filers, including LCS, as non-compliant due to failure to timely update required certifications related to commitments to respond to traceback requests within 24 hours. The action was commenced upon release of the FCC’s August 25, 2025 order. LCS was notified of its inclusion in this action on August 26, 2025 at 6:28 PM by its upstream provider, Sinch / Inteliquent. The regulatory agency involved in this action was the Federal Communications Commission, specifically its Enforcement Bureau and associated compliance functions. The FCC’s findings of wrongdoing were administrative in nature and related to LCS’s failure to meet required deadlines for updating its Robocall Mitigation Database certification to include specific language regarding traceback response obligations. There were no findings or allegations of illegal robocall origination, traffic pumping, or misuse of telecommunications services associated with LCS’s network. Following notification, LCS engaged directly with FCC personnel between August 27, 2025 and August 29, 2025 to remediate the deficiency. This included updating its Robocall Mitigation Database filing and associated mitigation plan to ensure full compliance with FCC requirements. On August 29, 2025, LCS was notified via email from the FCC Enforcement Bureau of our provisional reinstatement into the Robocall Mitigation database provided that we take appropriate action to remedy deficiencies in our Robocall Mitigation Database filing. On May 7, 2026, LCS was notified via email from the FCC Enforcement Bureau of our full reinstatement in the Robocall Mitigation database.
