- Technology Solutions of Michigan is not relying on an extension under 47 CFR § 64.6304. The Company has not directly implemented STIR/SHAKEN because it lacks control over the carrier systems and network infrastructure necessary to perform STIR/SHAKEN authentication and signing. Technology Solutions of Michigan provides and manages hosted 3CX PBX systems for business customers and configures Skyetel SIP trunks within those systems. The 3CX PBX supplies the outbound calling number and other required SIP parameters to Skyetel, but Technology Solutions of Michigan does not operate a STIR/SHAKEN signing platform, certificate infrastructure, or carrier network connection to the public switched telephone network. Skyetel automatically signs outbound SIP INVITEs with a secure STIR/SHAKEN token when the PBX passes the required parameters. Skyetel validates the telephone numbers associated with the account, assigns the applicable attestation level—including A-level attestation for numbers registered to the account—and delivers the authenticated calls to the PSTN. Skyetel also processes and verifies STIR/SHAKEN Identity headers on inbound calls. Technology Solutions of Michigan therefore certifies to no direct STIR/SHAKEN implementation because Skyetel controls and performs the authentication, attestation assignment, cryptographic signing, certificate handling, and carrier-network functions necessary to implement STIR/SHAKEN.

- Technology Solutions of Michigan was subject to an FCC Enforcement Bureau action (File No. EB-TCD-25-00038590) related to deficiencies in its Robocall Mitigation Database filing. On August 25, 2025, the FCC issued an Order (DA-25-737) identifying that the Company’s filing was deficient. The FCC found that the Company: • Failed to provide a robocall mitigation plan with the level of detail required under FCC rules • Failed to include all required information in its RMD certification by the applicable deadline • Failed to fully cure identified deficiencies after notice from the Commission As a result of these deficiencies, the Company’s RMD certification was removed, requiring upstream providers to cease accepting traffic. The FCC has also noted that providers included in these Orders may have been associated with suspected illegal robocall traffic or failed to respond to traceback requests; however, Technology Solutions of Michigan has no evidence of knowingly originating illegal robocalls and has fully cooperated with all FCC communications. The Company has since taken corrective action, including: • Submitting a revised and expanded robocall mitigation program • Implementing enhanced Know Your Customer (KYC) procedures • Improving internal monitoring and enforcement controls The Company was provisionally reinstated on August 29, 2025 and is actively working with the FCC to ensure full compliance with all Robocall Mitigation Database requirements. No final adverse findings beyond the filing deficiencies described above have been issued against the Company.
