Exemption rules
“Pursuant to 47 CFR § 64.6305(a)(2) we do not implement STIR/SHAKEN because all calls go directly to your upstream provider, who performs authentication. We do not have a voice network and do not originate, terminate, or intermediate traffic on our network. End-user calls go straight from the customer’s handset over the public internet to Inteliquent. Inc., and that company is the one providing the actual VoIP service, number assignment, and call authentication. Inteliquent, Inc. RMD filing number is RMD0002029. However, we do bill the end user under our label for the services.

Prior investigations / actions

Description
NetDirective Technologies, Inc. was the subject of a formal action by the Federal Communications Commission (FCC) Enforcement Bureau relating to its Robocall Mitigation Database (RMD) certification. Agency Involved: Federal Communications Commission, Enforcement Bureau. Date Commenced: The proceeding originated with a Show Cause Order issued December 10, 2024 (EB-TCD-24-00036891), which required NetDirective and other providers to cure deficiencies in their RMD certifications by December 31, 2024. On August 25, 2025, the Enforcement Bureau adopted and released Order DA 25-737 (File No. EB-TCD-25-000385901), formally removing NetDirective’s RMD certification. Nature of Action / Investigation: The FCC determined that NetDirective had failed to update its RMD certification and robocall mitigation plan with the information required by the amended rules that became effective February 26, 2024. Specifically, the certification was deemed deficient because the required robocall mitigation plan and related information were not provided by the filing deadlines. Findings of Wrongdoing: The Bureau found NetDirective to be noncompliant with section 64.6305 of the FCC’s rules due to a deficient RMD certification and mitigation program description. The Order required all intermediate providers and voice service providers to cease accepting traffic directly from NetDirective within two business days of August 25, 2025. Final Determinations: The FCC’s Enforcement Bureau issued Order DA 25-737, which constitutes the final determination of noncompliance. No additional findings of illegal robocall transmission, spoofing activity, or consumer harm were made against NetDirective beyond the deficiency in its RMD filing. Current Status: Upon becoming aware of the removal, NetDirective has taken corrective steps to develop and implement a comprehensive robocall mitigation program and update its RMD certification materials. The company is currently operating under a provisional reinstatement while it works with the FCC to ensure full compliance.
