Brightspeed claims the continuing extension under 47 CFR § 64.6305(d) for parts of its network that rely on Time Division Multiplexing (TDM) or other non-IP technologies that cannot support SIP-based call functions. This extension is based on the technological limitation of its TDM infrastructure, which inherently lacks the capability to implement STIR/SHAKEN call authentication protocols. As a result, Brightspeed is unable to deploy STIR/SHAKEN on this portion of its network but continues to fulfill its robocall mitigation obligations under § 64.6303(a). The company actively contributes to industry efforts to develop a non-IP caller ID authentication solution and participates in the ATIS Non-IP Call Authentication Task Force, which is working on technical standards, testing non-IP authentication methods, and collaborating with providers and vendors to establish a scalable solution. Brightspeed maintains documentation of its involvement and is prepared to provide proof of engagement upon request, in accordance with § 64.6303(a)(2).
