Exemption rules
Rule: 47 CFR § 64.6304(a)(3) provides an exemption from mandatory STIR/SHAKEN implementation at the time of filing for “voice service providers that rely on an upstream voice service provider for STIR/SHAKEN authentication and that have not yet obtained a Service Provider Code token and certificate.” Why this applies: Holistic Practice Management LLC currently provides outbound voice services via an upstream voice service provider, Bandwidth Inc. Bandwidth is a fully STIR/SHAKEN-compliant provider and performs call authentication under its own SPC token and certificate on behalf of its customers. At present, Holistic Practice Management LLC has not yet obtained its own Operating Company Number (OCN), SPC token, or STIR/SHAKEN certificate, and is therefore not in a position to independently perform STIR/SHAKEN authentication for outbound calls. As such, the company falls within the scope of the exemption in § 64.6304(a)(3). In accordance with FCC requirements, the company is actively pursuing compliance by: • Applying for an OCN from NECA; • Preparing to register for an SPC token with the STI-PA (iconectiv); • Planning to obtain and deploy a STIR/SHAKEN certificate with the assistance of its upstream provider’s Hosted Signing Service (Bandwidth); • Intending to update its Robocall Mitigation Database filing upon completion of this process. This exemption is appropriate at this time because all outbound calls are either signed by Bandwidth under its current STIR/SHAKEN implementation or monitored under the company’s own mitigation program until full direct authentication is implemented.
