Exemption rules
Pursuant to 47 CFR §64.6301(a), the STIR/SHAKEN implementation obligation applies only to voice service providers that have the technical capability to sign calls on the IP portions of their networks. IPPBX LLC operates solely as a reseller and does not own or control switching or interconnection infrastructure. As such, IPPBX has no technical ability to implement STIR/SHAKEN directly. All outbound traffic is routed exclusively through upstream carriers (Peerless Network, Inc. – FRN: 0017253535; USA Digital Communications, Inc. – FRN: 0004272886) who have certified full STIR/SHAKEN compliance and maintain FCC-compliant robocall mitigation programs. Accordingly, IPPBX qualifies as a voice service provider without a STIR/SHAKEN obligation, and complies instead through robust Know Your Customer (KYC) procedures, Acceptable Use Policy enforcement, traffic monitoring, and 24-hour traceback cooperation.

Description
IPPBX LLC was subject to Enforcement Bureau removal orders issued by the Federal Communications Commission on August 6, 2025 and August 25, 2025. These actions were commenced by the FCC Enforcement Bureau in connection with deficiencies identified in IPPBX LLC’s Robocall Mitigation Database filing. Agencies involved: Federal Communications Commission, Enforcement Bureau. Date action commenced: August 6, 2025. Current status: The Company’s filing has been provisionally reinstated, and IPPBX LLC has updated its Robocall Mitigation Database filing to address the identified deficiencies. Findings of wrongdoing: The Enforcement Bureau’s actions did not include findings that IPPBX LLC transmitted, originated, or facilitated illegal robocalls or spoofing. The actions related solely to deficiencies in the Company’s Robocall Mitigation Database certification and program description.
