As a foreign non gateway intermediate provider, iBASIS Portugal is ineligible to obtain an SPC token under Governance Authority policy because it does not have access to U.S. numbering resources and is not a U.S.-based voice service provider. Without an SPC token, iBASIS Portugal cannot implement the STIR/SHAKEN authentication framework on its own network and is therefore exempt from the authentication requirements of § 64.6302(d). Calls entering the United States are authenticated by U.S. gateway provider, iBASIS Inc., which fully complies with its STIR/SHAKEN obligations.
