Exemption rules
Pursuant to 47 CFR §64.6301(a), the STIR/SHAKEN implementation obligation applies only to voice service providers that have the technical capability to sign calls on the IP portions of their networks. Epic IT Soft operates solely as a reseller and does not own or control switching or interconnection infrastructure. As such, Epic IT Soft has no technical ability to implement STIR/SHAKEN directly. All outbound traffic is routed exclusively through upstream carriers (Peerless Network, Inc. – FRN: 0017253535; USA Digital Communications, Inc. – FRN: 0004272886) who have certified full STIR/SHAKEN compliance and maintain FCC-compliant robocall mitigation programs. Accordingly, Epic IT Soft qualifies as a voice service provider without a STIR/SHAKEN obligation, and complies instead through robust Know Your Customer (KYC) procedures, Acceptable Use Policy enforcement, traffic monitoring, and 24-hour traceback cooperation.
