- United Internet Services was investigated by the FCC Enforcement Bureau (File No. EB-TCD-25-00038590) after the Wireline Competition Bureau determined that the Company failed to update its Robocall Mitigation Database (RMD) certification and robocall mitigation plan with the information required by the February 26, 2024 rule changes. The Bureau removed the Company from the RMD on August 6, 2025 (DA 25-694). The deficiencies consisted of: • Failure to submit an updated RMD certification by the required deadline, including required provider information and certifications; • Failure to submit an updated robocall mitigation plan containing the required elements; • Failure to respond to multiple traceback requests, including five instances where no response was provided; • Appearing in 19 tracebacks involving suspected illegal robocalls (as noted in the Bureau’s removal order). The matter was resolved through a Consent Decree adopted November 25, 2025 (DA 25-986), in which the Company acknowledged these deficiencies and agreed to implement a compliance plan and operating procedures. All deficiencies have been cured, the investigation has been terminated, and the Company has been reinstated to the RMD.
