See Sixth Caller ID Authentication Report and Order ¶ 36 & n. 137; id. ¶ 45 & n.170. To the extent it provides any intermediate services, it would be a non-gateway intermediate provider that only contractually agrees to accept traffic that is already STIR/SHAKEN-authenticated before it is handed off to Red Rock for carriage, and therefore would not have a STIR/SHAKEN implementation obligation for such traffic if it does carry it.
