- UT International Pte Ltd is exempt from STIR/SHAKEN implementation obligations pursuant to 47 CFR § 64.6301(b), which exempts foreign voice service providers that originate calls from outside the United States. UT International operates exclusively as a Foreign Voice Service Provider headquartered in Singapore, originating all traffic from outside the United States. UT does not hold a US Operating Company Number (OCN), does not operate US-based network infrastructure as a licensed US carrier, and does not have a STIR/SHAKEN Service Provider Code (SPC) token or certificate. All calls are routed to the US PSTN via interconnected, FCC-registered US Gateway Providers who perform STIR/SHAKEN signing using their own certificates prior to termination. As a foreign originating provider accessing the US network solely through these gateway partners, UT International falls outside the scope of the domestic STIR/SHAKEN mandate.
