Exemption rules: 47 CFR 64.630(4)(d) provides for a continuing extension to "[t]hose portions of a voice service provider's network that rely on technology that cannot initiate, maintain, carry, process and terminate SIP calls..." As a rural carrier, while Silver Star has switching capability of SIP trunks and traffic on those connections is compliant with Stir/Shaken, there remain some traditional, non-sip trunk connections with upstream providers. There is not yet a solution for non-IP traffic, thus 64.6304(d) applies to Silver Star for those portions of its network with non-IP traffic. Silver Star complies, and will continue to comply, with the requirements of 64.6303(a) as applicable to those portions of its network subject to continuing extension.
