Exemption rules: 47CFR § 64.6304(d) provides for a continuing extension to “[t]hose portions of a voice service provider’s network that rely on technology that cannot initiate, maintain, carry, process and terminate SIP calls …” As a rural independent local exchange carrier, while Silver Star has a switch capable of SIP trunks and traffic on those connections is compliant with STIR/SHAKEN there remain some traditional (non-sip) trunk connections with upstream providers. There is not yet a solution for non-IP traffic; thus § 64.6304(d) applies to Silver Star for those portions of its network with non-IP traffic. Silver Star complies, and shall continue to comply, with the requirements of § 64.6303(a) as applicable to those portions of its network subject to continuing extension.
