Exemption rules: Voice Service Provider has taken reasonable measures to implement an effective call authentication framework by upgrading a portion of its network to allow for the initiation, maintenance, and termination of SIP calls, but still has some TDM in its network. Therefore, the following exemption is applicable, 47 CFR §64.6304(d). In addition, to meet the non-IP network criteria for the continuing STIR SHAKEN extension (§ 64.6303(a)(2)), Voice Service Provider is a member of NTCA – The Rural Broadband Association, which has representation serving as a member of a working group participating in industry efforts to develop a non-IP caller ID authentication solution.
