47 CFR Sec. 64.6304(d) – extension of implementation deadline for non-IP networks; Second Caller ID Authentication Report and Order, 36 FCC Rcd 1859, 1868, para. 19 (2020)(“…voice service providers which lack control over the network infrastructure necessary to implement STIR/SHAKEN are not subject to our implementation requirements.”). Carnegie’s voice services are provided over both TDM (non-IP) and IP technologies. TDM (non-IP)-based voice service is provided over switches owned and controlled by Carnegie. No portion of Carnegie’s network is able to initiate, maintain, or terminate SIP calls. Voice over IP (VoIP) service is provided via resale, utilizing the underlying networks of ANI Networks, Telnyx, LLC, Sinch, and Twilio. Therefore, Carnegie does not have control over the IP network infrastructure necessary to implement STIR/SHAKEN.
