- We do not have a direct connection to the PSTN and instead use wholesale providers who have their own STIR/SHAKEN implementations. We would be exempt from STIR/SHAKEN obligations based on the FCC's rule 47 CFR § 64.6305(a). This rule states: (a) Covered service providers must implement SHAKEN on calls to be terminated on the PSTN. The key phrase here is "calls to be terminated on the PSTN." Since we do not, by definition, have a direct connection to the PSTN, our calls are not subject to this rule.
